Goitur is a Limited Company whose ownership is shared by the public sector, through Goieki, and private entrepreneurs from the region. Its functions are as follows:

• Planning and co-ordinating the region's tourism activities.
• Promoting the region's tourism resources:
  • Producing generic leaflets on Goierri and other promotional materials.
  • Marketing: organizing trips and co-operation with different institutions.
  • Participating in tourism fairs and specific events.

  • Working together with travel agents and organizations active in tourism.
• Driving the orderly development of tourist provision:
  
  • Turning resources into tourism products (setting up museums and Interpretation Centres).
    
  • Organizing and energizing the region's municipalities.
    
  • Driving supra-regional tourism brands and participation in European programmes.
    
  • Arranging signage for tourism products.
    
  • Working on key topics such as quality and new technologies.
• Implementing the Goierri Tourism Competitiveness Plan.
